The Bureau exists to measure how long a visitor can hold a position before the slider quietly reclaims the middle. It has never once allowed a position to stand.
Every attempt is measured for how close it came to an actual decision, sometimes very close indeed. This number is displayed prominently and has no bearing whatsoever on the outcome, which is always the midpoint.
The Index begins at zero and only ever climbs, one entry for every direction attempted and subsequently reversed. The Bureau considers this an accurate record of conviction, not a flaw in the apparatus.
The Bureau does not currently recognize YES, has never recognized NO, and has scheduled no review of either position. The midpoint remains undefeated and, as far as the Bureau is concerned, always will.
